Some, not all PDF attachments error Invalid On Disk Structure

We are having this same issue frequently after updated the ODS to 51 which was the final step of our upgrade from 7.0.3 to 8.5.1. If the user forwards me the email I can open the pdf attachments. The user can also open the attachments from their sent view. Using iNotes also works. Just creating a forward email without sending will allow access to the pdf attachments. Notably, the original email with the error was sent from outside the company to an internal Notes user.
